Program Manager - Power Sector GHG Accounting and Industrial Efficiency Financing

Overview:

WRI is seeking an experienced Project Manager for ongoing programs to reduce greenhouse gas (GHG) emissions and promote energy conservation in the industrial sectors of Guangdong and Jiangsu Provinces. As part of an international collaboration amongst WRI and multiple China and US-based partners, the Project Manager will help oversee two projects:

  • Financing industrial energy efficiency improvements. This project is piloting scalable models for attracting financing for energy efficiency projects in the industrial sectors;
  • Establishing best-practices for calculating the GHG emissions from coal-fired power production based on the GHG Protocol (www.ghgprotocol.org). These best practices are intended to aid the formulation of sectoral GHG policies and effective emissions management at the plant level.


 
Responsibilities:
  • Research market and policy barriers to scaling up access to financing for energy efficiency projects;
  •  Help design and implement a demonstration project for financing industrial energy efficiency projects;
  •  Assist the design and road-testing of GHG quantification best practices;
  •  Engage a wide array of stakeholders - including regulatory authorities, industrial, power and grid companies, banks, research centers and municipal governments - in the design and implementation of project activities;
  • Convene meetings and workshops for stakeholders and prepare project reports and research papers


 
Qualifications:
  • 3-5 years experience in relevant field;
  • Masters degree in finance, public administration, policy or related subject; 
  • Technical expertise with finance, power sector and/or industrial energy;
  • Proven track record in managing multiple projects and engaging external stakeholders;
  • Ability to manage geographically distributed projects ;
  • Strong analytical and organizational skills;
  • Excellent verbal and written communication skills, including public speaking, report writing and presentation skills; 
  • Fluency in written and spoken English and Mandarin; fluency in Cantonese would be beneficial;
  • Ability to travel up to 30% time to Guangdong and Jiangsu;

 

Highly preferred:

  • Working experience in energy programs with multinational corporations, financial organizations or municipalities in Guangdong or Jiangsu;
  • Knowledge of GHG emissions accounting and measurement protocols
